Pay Range: $30.00- $40.00 per hour.

Job Summary:

The Facilities Director of Safety and Security is responsible for leading the agency’s efforts to maintain safe, secure, and code-compliant environments across all facilities. This role oversees life safety compliance, environmental health standards, physical site security protocols, and emergency preparedness planning. The Director supervises facilities and security personnel, monitors all facility systems, and serves as the lead liaison with regulatory agencies, ensuring compliance with building, fire, safety, and security regulations. This position is integral to maintaining a safe and well-maintained environment for individuals, staff, and visitors.

Essential Job Duties and Responsibilities:

• Regulatory Compliance & Audit Leadership

• Serve as the agency’s primary contact during inspections by agencies including NFPA, JCAHO, OPWDD, OCFS, SED, OFPC, HUD, and ATF.

• Maintain thorough documentation of inspections, life safety system records, preventive maintenance, and correction action plans.

• Facilities Oversight

• Monitor building systems including HVAC, plumbing, fire suppression, and structural integrity.

• Develop capital and lifecycle planning strategies for long-term infrastructure and compliance needs.

• Security Management

• Oversee security operations across all agency sites, including physical access controls, surveillance systems, and visitor management.

• Supervise the 790 Receptionist/Security role to ensure proper monitoring of facility access and visitor protocols.

• Manage door security access schedules and swipe card systems across all locations.

• Perform regular auditing of camera systems and generate reports on incidents, access anomalies, and policy compliance.

• Identify physical security risks and implement mitigation strategies in coordination with executive leadership and IT.

• Emergency Preparedness

• Serve as Chair of the Emergency Preparedness Sub-Committee.

• Lead the annual review and update of the agency’s Emergency Preparedness Plan and Hazard Vulnerability Assessments.

• Schedule and oversee emergency preparedness drills (2 per year at residential sites; 1 per year at non-residential sites).

• Collect and evaluate drill outcomes, document lessons learned, and present findings to the Safety Committee.

• Safety Systems and Preventive Maintenance

• Ensure all life safety systems are routinely inspected and compliant (e.g., fire alarms, sprinklers, backflow, generators).

• Maintain documentation of inspections, repairs, and follow-up on all deficiencies.

• Review safety recalls, ensure corrective action is taken, and maintain records of compliance.

• Training and Staff Development

• Train maintenance and custodial staff on safety codes, system operations, and inspection standards.

• Develop reference materials and maintenance checklists to ensure consistent regulatory compliance.

• Supervision and Performance Management

• Supervise 790 Receptionist/Security role, ensuring alignment with safety, security, and customer service standards.

• Monitor staff performance, provide feedback, resolve timekeeping or conduct issues, and oversee task prioritization based on facility needs.

• Evaluate and inspect staff work, providing coaching to ensure quality and compliance.

• Capital Planning & Budgeting

• Collaborate with leadership to identify facility-related capital needs, especially as they pertain to life safety and physical security.

• Recordkeeping & Reporting

• Maintain agency-wide documentation on square footage, drills, inspections, maintenance, recalls, and regulatory reports.

• Additional Duties

• Provide support with facility tasks including carpentry, painting, plumbing, and snow removal when needed.

• Perform other duties as assigned by leadership.

Skills and Knowledge Required:

• In-depth knowledge of life safety codes, OSHA, OPWDD, HUD, and NFPA 101

• Working knowledge of building security systems (access control, video surveillance, electronic door hardware)

• Proficient in Microsoft Outlook, Excel, and Word

• Strong organizational, leadership, and documentation skills

Education and Experience:

• Minimum Education: Associate Degree in Facilities Management, Safety, Criminal Justice, or related field (Bachelor’s preferred)

• Experience: 6–9 years of progressive experience in facility operations, safety compliance, and security oversight; supervisory experience required

Certifications and Licensure:

• Valid New York State Driver’s License

• Required Certifications (or must be obtained upon hire):

• HUD REAC Inspection

• FEMA IS-100

• ALICE Active Threat Response

• NFPA 101 Life Safety Code

Training Requirements:

• Completion of agency New Hire Orientation

• Supervisor 101 (or equivalent leadership series)

• Ongoing updates in life safety, emergency management, and security best practices

Physical Requirements:

• Constant: Lifting, carrying, balancing, crouching, reaching, grasping

• Frequent: Standing, walking, climbing ladders, talking, hearing, using hand tools

• Occasional: Sitting, desk work, driving between sites
