Nature of Work

Under general direction, the Combination Building Inspector inspects, reviews, and evaluates structures, installations, and systems at residential, commercial, and industrial buildings and sites in all stages of construction, alteration, and repair. Enforces and ensures compliance with applicable regulations related to building, electrical, mechanical, plumbing, and safety standards.

Environmental Factors

Work is performed in a standard office environment. Frequent visits to construction sites with exposure to all weather and traffic conditions, equipment, and construction hazards.

Physical Factors

Light physical demands; frequent use of a personal computer; required to perform job functions including ability to lift items weighing up to twenty-five (25) pounds; frequent balancing, bending, stooping, squatting, climbing, crouching, kneeling, and reaching. Involves the need for sufficient clarity of speech, hearing, or other communication capabilities, vision or other powers of observation, manual dexterity, and personal mobility and physical reflexes sufficient to effectively and efficiently perform essential job functions.

Work Situation Factors

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Full-time, regular, non-exempt position

First review of applications will occur two (2) weeks after posting and periodically thereafter.

This position is graded at RN17.

Duties and Responsibilities

  • Reviews plans and specifications to gain familiarity with projects prior to inspection; performs field inspections to examine and evaluate the building, electrical, mechanical, and plumbing work performed and materials used.

  • Verifies quality of workmanship and materials, and compliance with plans, specifications, estimates, and applicable codes and regulations; notes deficiencies and deviations from plans and issues notices of violations.

  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services; responds to requests for information and provides technical information within scope of authority.

  • Reads, interprets, and ensures compliance with a variety of policies, procedures, rules, and regulations governing related activities, programs, and functions; reviews, maintains, creates, and updates records, forms, and reports in various systems, formats, and software to ensure data integrity, compliance, and adherence to internal controls, policies, and practices.

  • Responds to and resolves inquiries as authorized and in accordance with established policies and procedures to maintain positive customer relations and appropriate levels of service, support, and resources; refers issues of concern and disagreements in interpretation to management for resolution.

  • Consults with contractors and homeowners concerning deficiencies with technical requirements; investigates complaints against contractors to coordinate effective resolution of conflicts and disagreements; provides technical information and assistance to the public within scope of authority.

Minimum Qualifications

Equivalent to a High school diploma and five (5) years of journeyman/foreman-level building, electrical, mechanical, and/or plumbing installation experience in general construction (must be certified in more than one of the primary disciplines listed). A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Valid driver’s license may be required or preferred. New Mexico State Construction Industries Division (CID) Certification as a Combination Inspector is required. International Conference of Building Officials (ICBO)/International Code Council (ICC) certification may be preferred; successful candidate must meet all current state and national requirements; additional technical certifications may be preferred or required. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.

Special Requirement

Incumbents in the inspector positions must surrender to the CID any contractor’s license or certificate of competence to be held in inactive status upon accepting employment with the City of Las Cruces. Failure to do so will result in immediate termination.
