Full job description

You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the Financial Management Department of NAVAL AIR SYSTEMS COMMAND. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13/NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Master concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels. 2.) Develop, recommend and implement budgetary/financial policies. 3.) Interpret, assess and project potential impact of new/revised Congressional legislation. 4.) Analyzing, reviewing, and interpreting financial execution data and resolving variances. 5.) Communicate clearly both orally and in writing for the purpose of providing information and guidance to management or customers at all levels. You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommend alternatives for corrective action. You will distribute and balance workload among employees considering skill level or specialization, timeframes for completion, and priorities. You will train or arrange for training of employees in team work and/or specific technical training as necessary. Security clearance required: Secret
