This National Guard position is for a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (TITLE 32), Position Description Number D1251000 and is part of the FL SMO, National Guard. AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. MILITARY GRADES: Officer/Warrant Officer; WO1 thru O5 GENERAL EXPERIENCE: Must have experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS12 Must have at least 1-year specialized experience to at least the next lower grade that provided experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc. Experience in determination of resource needs, allocation of resources, and budgeting/funding needs. Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once the incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 5 excepted civil service accepts this position, he/she will be converted to Title 32 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), and selectee will receive an indefinite appointment (Tenure 3). As a SUPERVISORY SURFACE MAINTENANCE SPECIALIST (TITLE 32), GS-1601-12, you will direct, coordinate, and oversee the work of subordinate supervisors and employees. Plans and schedules work to be accomplished by subordinates, sets and adjust short-term priorities. Assigns work in consideration of employee skills and mission requirements. Exercises significant responsibilities dealing with headquarters' personnel, senior commanders, and staff officers of other units, organizations, and commands. Advises high-ranking management of functions, activities and services provided. Advises, counsels, or instructs employees on work and administrative matters. Makes and/or resolves decisions on work problems presented by subordinate supervisors. Develops performance standards. Evaluates subordinate supervisors' work performance and serves as a reviewing official of subordinates supervisors' workers. Improves production or increases the quality of work directed. Interviews candidates and recommends appointment, promotion, or reassignment to positions in the unit. Makes or approves selections for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions. Hears and resolves employee complaints and refers group grievances, or more serious unresolved complaints, to a higher-level supervisor. Approves expenses comparable to within-grade increases, employee travel, etc. Recommends awards or bonuses for nonsupervisory personnel and changes in position classification. Provides technical supervision for field and sustainment maintenance on surface equipment issued to the ARNG. Education You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR A combination of experience and graduate education as described above that equates to one year of experience A transcript must be submitted with your application if qualifying using education.
