Full job description

Wayne-Finger Lakes BOCES is seeking a Financial Services Program Manager to lead the support, implementation, training, and ongoing management of financial software systems used by component school districts. This leadership position supervises a team of financial software specialists and serves as a key resource for school district business offices, technology staff, and administrators.

The successful candidate will oversee financial application services related to accounting, payroll, budgeting, and financial reporting, while ensuring compliance with federal and state regulations. This role combines staff supervision, project management, customer service, technical support, and financial systems expertise.

Essential Responsibilities

Leadership & Program Management

  • Supervise, train, and support staff responsible for implementing and maintaining financial software systems.

  • Develop and implement service plans for component school districts.

  • Assist in budgeting, service planning, and cost projections for software implementations and upgrades.

  • Coordinate financial software review committees, user groups, and regional collaboration efforts.

  • Prepare and present written and verbal reports regarding program activities and outcomes.

Financial Software Support & Training

  • Provide training to school district personnel on financial software applications, from beginner through advanced levels.

  • Support financial management systems used for accounting, payroll, budgeting, and related business functions.

  • Research, test, install, and maintain financial software applications and updates.

  • Troubleshoot software and hardware issues both remotely and onsite.

  • Format and convert data between software platforms when districts transition to new systems.

  • Maintain documentation, training materials, manuals, newsletters, and software communications.

Customer Support & Consultation

  • Partner with district administrators and technology teams to assess needs and recommend technology solutions.

  • Serve as a liaison between school district personnel, software vendors, and regulatory agencies.

  • Advise districts on software purchases, upgrades, and best practices.

  • Coordinate technology-related projects that impact financial operations.

Compliance & Reporting

  • Assist districts with year-end fiscal processing and financial reporting requirements.

  • Prepare or support financial reports, including W-2s, 1099s, retirement reporting, and other required submissions.

  • Ensure payroll and earnings information is accurately reported according to federal and state requirements.

  • Stay current on emerging technologies, regulatory changes, and industry best practices.

Technical Operations

  • Perform software installation, configuration, maintenance, and user administration activities.

  • Support network-based and standalone financial software environments.

  • Maintain inventories of computer-related equipment used in supported districts.

  • Track software licensing, purchases, and service records.

Job Qualifications

Required Knowledge & Experience

  • Knowledge of financial software applications commonly used by New York State school districts and supported through a BOCES Regional Information Center.

  • Understanding of school finance operations, including accounting, payroll, budgeting, and financial reporting.

  • Knowledge of New York State laws, regulations, and reporting requirements affecting school district business operations.

  • Familiarity with computer hardware, software systems, and information technology concepts.

  • Experience supervising staff, managing projects, and coordinating services.

  • Understanding of budget development and budget management processes.

Skills & Abilities

  • Ability to develop, coordinate, and deliver effective technology training for diverse audiences.

  • Strong technical aptitude and the ability to learn, support, and troubleshoot complex software systems.

  • Proficiency with financial software applications, databases, and other technology tools.

  • Strong analytical and problem-solving skills with the ability to diagnose and resolve software and hardware issues.

  • Ability to manage multiple priorities and coordinate services across multiple school districts.

  • Ability to plan, assign, supervise, and evaluate the work of staff.

  • Strong customer service skills with the ability to understand and respond to user needs and concerns.

  • Ability to establish and maintain positive working relationships with administrators, business officials, technology staff, vendors, and other stakeholders.

  • Excellent written and verbal communication skills.

  • Ability to prepare accurate records, reports, and statistical summaries.

  • Ability to apply technology solutions in a variety of educational and administrative settings.

  • Commitment to continuous learning and staying current on emerging technologies and industry best practices.
