Summary TTB's mission is steeped in America's history, from the time of the Whiskey Rebellion to the work of agents like Eliot Ness. We are a nationwide team dedicated to collect alcohol, tobacco, firearms, and ammunition excise taxes and ensure that alcohol beverages are labeled, advertised, and marketed by law. Responsibilities This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - Permitting and Taxation - National Revenue Center. The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Coordinate and assist audit offices and other divisions in the application of Computer Assisted Audit Techniques (CAATs) and advanced data analysis techniques of alcohol, tobacco, firearms and ammunition industry members. Plan, develop, and coordinate the application of advanced data analysis techniques used by the assigned division requiring judgment, imagination, and novel approaches to meet data analysis requirements. Interview TTB staff, industry representatives, and others including Federal, state and local agency officials to obtain information related to industry data, trends and other required information. Prepare and furnish accurate and timely reports and disseminates significant findings and disclosures developed by use of advanced data analyses, CAATs and related matters. This dissemination may take the form of emails, memos, reports and presentations to management and other areas of TTB. Provide data analysis audit advisory services and training to all levels of TTB and the assigned division, including consultation on a variety of issues and topics focused on the acquisition and conversion of computerized data, and the use of data analysis tools for audits and investigations. Specialized Experience for the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: - Using computer software and data analysis tools to gather, analyze, and interpret data in support of audits, investigations, or program reviews, and preparing audit work papers, reports, presentations, or other written products; AND - Independently planning or developing audit objectives, data analysis approaches, or audit tests, and modifying audit methods or analytical techniques to resolve auditing or data analysis issues; AND - Preparing reports that summarize findings, support conclusions, and provide recommendations. Specialized Experience for the GS-11, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is defined as: - Conducting segments of audits or audit support activities, including interviewing personnel, gathering and analyzing audit evidence or electronic data, performing audit tests or data analyses, and documenting results in audit work papers or reports; AND - Assisting in developing audit objectives, audit plans, audit programs, or data analysis approaches, and evaluating evidence to support audit conclusions. OR You may substitute education for specialized experience as follows: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in a related field. OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement, must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience for the GS-09, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position is defined as: - Assisting with audits, investigations, reviews, or analyses by applying auditing or data analysis principles to gather and analyze information and document findings in work papers or written reports; OR - Working for a tax administration organization with responsibility for documenting the results of audits, projects, or analyses in written reports. OR You may substitute education for specialized experience as follows: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be used in meeting this requirement. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment. Education Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
