Full job description

As a Contract Specialist, you will be responsible for pre-& post-award functions pertaining to highly complex, multidisciplinary supply, service, information technology, construction and Architect-Engineer contracts, and interagency agreements in support of WAPA's mission. This is NOT A REMOTE POSITION. For WAPA employees, location is negotiable, limited to their current duty station; all other applicants are restricted to be physically present at one of the duty locations listed. To qualify for the GS-13: Applicants MUST meet ALL requirements as described below: A. BASIC REQUIREMENT: 1. Completion of Training/Certification - FAC-C (Professional) or DAWIA Contracting Professional Certification: Federal Acquisition Contracting-Certification (FAC-C) (Professional) via the Federal Acquisition Institute (FAI), or Defense Acquisition Workforce Improvement Act (DAWIA) via the Defense Acquisition University, current certification is required upon selection and must be maintained by the incumbent. 2. At least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience as described in B below. AND 3. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. - OR - Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.- Waivers are not being considered at this time for any or all of the requirements stated above. B. SPECIALIZED EXPERIENCE REQUIREMENT: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-12, in the Federal service. Specialized experience for this position is defined as experience in utilizing acquisition-related techniques and systems to perform procurement analysis to meet ALL the following: Perform the full range of pre- and post award procurement functions for highly complex, sensitive and/or non-routine contracts in any of the following: supply, services, information technology (IT), construction, Architect-Engineer (A&E) contracts, and/or interagency agreement (IAAs). "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages. If more than two pages are submitted, only the first two pages will be reviewed to determine your eligibility and qualifications. As a Contract Specialist, you will: Perform in-depth analyses of all cost elements in contractor proposals and developing competitive range determinations that significantly influence source selection. Mentor lower-graded personnel as subject matter expert, providing technical guidance and fostering professional development, and actively contributes to team initiatives as directed by leadership. Draft and secure legally defensible determinations and findings, preparing robust solicitation documents, and executing all phases of contracting from initial requirement identification through final contract close-out. Adjudicates complex claims, negotiates and settles disputes, initiates and manages terminations for convenience or cause. Monitors Government property reporting and utilization, provides authoritative direction to Contracting Officer Representatives (CORs), approves substantial payments, and ensures meticulous contract closeout. Exercise full contracting officer (CO) authority as formally delegated by the Head of the Contracting Activity, operating with a high degree of independence and accountability. Conditions of Employment Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. Suitable for Federal employment, as determined by a background investigation. Appointments made under the DHA are processed as "new" appointments. Status and Non-Status applicants from outside DOE selected under this authority are required to serve a mandatory one (1) year probationary period. A DOE career status employee selected for this position may be required to serve a new one (1) year probationary period, pursuant to 5 CFR 315.802. Employees serving on a probationary period may be terminated at any time during the probationary or trial period for performance, conduct, or business-related reasons in the interest of Federal service. Federal Acquisition Contracting-Certification (FAC-C) Professional via the Federal Acquisition Institute (FAI), or the Defense Acquisition University (Defense Acquisition Workforce Improvement Act (DAWIA) is required upon selection, and must be maintained by the incumbent. Must be able to obtain and maintain a Contracting Officers Warrant within 12 months from date of hire. This position is designated as Emergency Essential and you may be required to be placed in a 24/7 on-call status during emergency situations. Education This vacancy has a positive education requirement. In order to be rated as qualified, you must provide copies of your college transcripts.
