Job Description
Define project scope, goals, deliverables, assumptions, and expected risks to support business goals, also coordinate the bid process for vendors, subcontractors and participate in cost negotiations. Leads in identifying, reviewing, and establishing bid strategies, concerns, and advantages with the team to develop the most accurate and complete estimate possible during the estimate reconciliation process. Review proposal specifications, drawings, attend pre-bid meetings, evaluate the project requirements, and incorporate historical data from industry information, previous jobs, and productivity reports. Prepare reports, initiate, design, and conduct studies, analysis, and prepare estimates for new or modified services, facilities, capital improvement needs, and recommend specific proposals. Ensure that estimates comply with the requirements of the contract and are consistent with corporate guidelines, current trends, and changes to existing regulatory codes. Also ensure bids from subcontractors and material suppliers are compliant to regulatory laws/codes. Conduct sensitivity analysis to evaluate how cost variables may impact the overall budget and identify project risks and apply appropriate contingencies in the estimate. Requires a master’s degree in civil engineering.
