Summary You will serve as a FINANCIAL MANAGEMENT ANALYST for the Assistant Secretary of the Navy (ASN EI-E) in WASHINGTON DC. Responsibilities You will recommend and develop financial policy and guidance that governs the formulation, justification, and execution of budgets for programs You will develop new approaches and methodologies for financial planning where precedents are lacking, particularly for programs with Congressional interest or uncertain funding streams. You will resolve critical, often unprecedented, budgetary challenges by issuing authoritative interpretations of broad legislative and executive-level guidance from the Department of War (DoW) and Department of the Navy (DoN). You will evaluate the financial impact of programmatic decisions, monitor obligations to identify risks or variances, and implement innovative solutions to resolve financial challenges and improve resource utilization. You will prepare detailed analytical justifications and interpret complex budgetary policies to demonstrate regulatory compliance and support management review. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience analyzing national level or exceptionally large programs. Experience developing, recommending and implementing budgetary/financial policies. Experience interpreting, assessing and projecting potential impact of new/revised legislation. Experience developing and rendering authoritative interpretations of guidance.
