Summary You will serve as a Supervisory Contract Specialist in the Contracts Directorate, acting as a Division Head (DH) for the NAVAL SYSTEMS MANAGEMENT ACTIVITY. Responsibilities You will develop, review, and approve strategies, plans and techniques for the procurement of complex/high dollar systems or programs characterized by uncertainties involving legislation, and unprecedented factual or contractual issues You will support the acquisition cycle to analyze and evaluate the effect of changes/reform/innovation involving one process on the overall process, and provide expert technical leadership, staff coordination, and consultation for procurement program You will plan, direct, and coordinate contractual and procurement policy actions for technologically advanced systems and complex acquisition programs to ensure that mission responsibilities of the business unit are achieved You will analyze, evaluate, and review proposed and on-going procurements and cost and pricing data for highly complex acquisitions of major systems You will manage and/or direct subordinates in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities. You will hear and resolve group grievances and serious employee complaints, and reviews serious disciplinary problems You will provide guidance to employees in identifying employee training and career development needs to enhance their performance Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following: 1) Analyzing, evaluating and gathering data, planning, and organization; 2) Conveying written information in a clear, concise, organized, and convincing manner and can clearly and effectively articulate to all levels of government and industry; 3) Developing and presenting findings, reports or recommendations to analysts, employees, and managers inside or outside of the organization, agency heads or other high-ranking officials; 4) Interacting with a wide variety of personnel and has business acumen for quick and accurate judgment; and 5) Performing the full range of immediate and intermediate supervisory duties. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
