Global Resource Solutions, Inc. (GRS) is seeking an enthusiastic, motivated and talented individual for the position of Project Manager.

Job Description:

Summary: The Project Manager will provide day to day management and support to personnel security technical expertise and input, as necessary, or as requested, in support of continuing development and execution of administration and management functions of HSPD12 and the Personnel Security Program and its components.

Essential Duties and Responsibilities:

  • Manage day to day activities in support of personnel security activities.

  • Responsible for updating and briefing Quality Control measures.

  • Validate and maintain assigned position sensitivity levels annually based on the review of a Position Description classified with the last five years.

  • Ensure criminal history checks are completed and results properly included in case package for review and adjudication

  • Properly store PSS used to meet the requirements of individual identification, in accordance with applicable guidance and maintain these records in an approved location.

  • Initiate name checks on personnel

  • Conduct personnel security paperwork validation for accuracy and completeness prior to submission

  • Review personnel security packages to ensure information is complete and to determine whether further information is required in accordance with OIG processes – the reviewed

  • Contact appropriate source to obtain information as necessary

  • Transmit in accordance with agency processes-the reviewed, personnel security packages to appropriate investigative agency and/or headquarters

  • Track action status within CVS/PIPS

  • Conduct initial suitability review and pre-adjudication of investigation results

  • Adjudicate investigative reports or other security related information

  • Provide necessary support and follow-up to involved parties.

  • Write detailed summaries of issues/derogatory information.

  • Perform routine statistical data analysis of adjudicative actions and expenditures

  • Prepare and present training to agency as requested discussing adjudicative actionable items and processing systems.

  • Develop and maintain an effective quality control plan to ensure services are performed in accordance with directives.

Security Requirement:

  • High Risk Public Trust

Minimum Qualifications:

  • One (1) to Three (3) years experience in personnel security, managing personnel and schedules

  • Bachelors Degree

  • Knowledge of how to apply CFR and OPM adjudicative guidelines to make suitability determinations

  • Knowledge of how to apply E.O. 10450 to make National Security adjudications

  • Knowledge of HSPD 12 requirements and associated particulars dealing with Personal Identification Verification issues.

  • Two or more years of experience performing administrative support in personnel security functions

  • Completion of an OPM accredited course.

  • Must be able to multitask and be attentive to details.

Physical Requirements: This position requires employees to be willing and able to: sit, bend, reach, stoop, squat, stand, and walk.

Communication: Excellent customer service via phone and face to face conversation, excellent written and oral command of English.
