Job Summary:

This recruitment will be used to fill one full-time, Program Representative 2: Pay Specialist position for the Office of University Human Resources Payroll Operations area at Oregon State University (OSU).

Payroll is responsible for the accurate receipt, expenditure, accounting, and financial reporting of funds in compliance with Federal, State, and Oregon State University (OSU) policies, laws, and regulations, as well as requirements from public and private funding sources. The unit processes and posts pay documents for more than 13,500 employees monthly, totaling over $830 million annually in salary and related expenses. Payroll maintains collaborative partnerships across OSU to promote student access and success, safeguard university assets, and deliver exceptional service.

The Pay Specialist is a member of University Human Resources. This position serves as a representative of the OSU Payroll Office for Classified and Temporary employees, providing expertise across multiple programs that require distinct knowledge and balancing competing priorities. The role involves delivering accurate and timely payroll services, interpreting and applying complex policies and regulations, and ensuring compliance while supporting campus units. Responsibilities include processing payroll-related tasks, conducting end-user training, and participating in post-transaction monitoring programs.

Key Responsibilities:

  • Provide excellent customer service

  • Provide extensive insight and direction related to Payroll transactional processes

  • Review Oregon Paid Family Leave timesheets for accurate payment

  • Act as subject matter expert for Classified and Temporary staff

  • Process off cycle, on demand payments as necessary

  • Support timely response and resolution to questions and issues

Qualifications:

Required Qualifications:

  • Four years of technical- or professional-level experience analyzing or advising and/or instructing the public concerning specific programs or processes, monitoring a program, or performing participant reviews. Two years of the experience must have been comparable to a Program Representative 1 which involves monitoring, representing, and reviewing programs.

  • Excellent customer service and communication skills both in person and via telephone and email.

  • Ability to interact with students, customers, staff, co-workers in a positive, friendly, and supportive manner.

  • This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

PREFERRED QUALIFICATIONS:

  • Experience with Workday and ADP systems.

  • Extensive payroll experience.

  • Experience working in Higher Education.

  • Ability to multi-task in a busy, fast-paced office environment with frequent interruptions.

  • Ability to maintain confidentiality and deal with sensitive materials.

  • Skill in researching and analyzing data and complex information.

  • Ability to effectively collaborate and build relationships with key stakeholders.

  • Excellent time management skills.

  • Must be self-motivated, schedule workflow, and anticipate deadlines.

Working Conditions/Schedule:

Office environment. Pressure to meet deadlines with competing priorities. May involve the need to work hours above the normal business day.

$28.75 - $44.00
