The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.

The Economic Stability (ES) Specialist plays a critical role in supporting the department's ability to complete federally mandated Quality Control case reviews for the Supplemental Nutrition Assistance Program (SNAP), Disaster Supplemental Nutrition Assistance Program (DSNAP), and other related initiatives. This position helps ensure reviews are conducted accurately, efficiently, and in compliance with federal requirements and established deadlines. Please note: Applicants must clearly describe their experience with specific Economic Stability, Medicaid programs, etc. and/or identify the section or unit in which they performed economic stability social services work (e.g., SNAP/Economic Stability, Child Care Assistance Program, Strategies to Empower People, Family Independence Temp Assistance, Medicare/Medicaid, etc.) within their job duties. Failure to include this information may result in the application being deemed ineligible for further consideration.

Five years of economic stability social services experience; OR

Six years of full-time work experience in any field plus two years of economic stability social services experience; OR

A bachelor's degree plus two years of economic stability social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration plus one year of economic stability social services experience.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here. Job Duties:

  • Conduct comprehensive quality control reviews of Supplemental Nutrition Assistance Program (SNAP) cases to evaluate the accuracy, timeliness, and appropriateness of eligibility determinations and benefit actions.
  • Interview program participants, review case records, verify documentation, resolve discrepancies, and obtain information from collateral contacts to support quality control reviews.
  • Analyze case information to ensure compliance with federal and state laws, regulations, policies, and procedures governing SNAP eligibility and benefits.
  • Prepare federally required quality control reports and accurately enter review findings into federal reporting systems to support program integrity and compliance.
  • Monitor and evaluate case review results to identify error trends, systemic issues, and opportunities to improve program accuracy and performance.
  • Support the timely completion and submission of federally mandated reviews and documentation to ensure compliance with Food and Nutrition Administration (FNA) reporting requirements.
  • Collaborate with agency staff to develop and support corrective action strategies that strengthen program integrity, improve compliance, and reduce payment errors.

Position-Specific Details: Location: Medical Vendor Administration / Economic Stability / Statewide Appointment Type: This is a promotional opportunity open only to current permanent employees in a classified position with Louisiana Department of Health Cost Center: Multiple Position Number(s): 50689965, 50688465, 50688478, 50688454 Compensation: This position is eligible for the following Special Entrance Rates (SER), as well as a Premium Pay of up to $2.00/hr for hours worked based on longevity. Economic Stability Specialist - $22.75 hr / $1,820 bi-weekly
