The primary purpose of this position: To serve as Senior Program Analyst of Security Cooperation, Strategy,Plans and Policy Directorate (CCJ5),HQ,U.S. Central Command (USCENTCOM).
Duties
Serves as the technical expert, advisor, consultant and authority on program management for planning, programming, and overseeing the daily activities of the Security Cooperation portfolio. Develops, analyzes, and evaluates detailed plans, goals, and objectives for Headquarters, United States Central Command Integrated Air and Missile Defense (IAMD) plans. Manages and synchronizes the sales and transfer of military equipment to partner and allies. Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Qualifications
Conditions of Employment Cont... Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TOP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is emergency essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Some of CENTCOM's AOR has been considered "War Zone" hazardous duty. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, OoDI 3020-42, Defense Continuity Programs. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of Managing Security Assistance initiatives and resources in planning, coordinating, and executing the HQ USCENTCOM TSC Plans and Programs, the HQ USCENTCOM Security Assistance Training Program Management Review, and annual, bilateral meetings with several HQ USCENTCOM countries. Broad knowledge of executing IAMD and C-UAS programs, policies, and activities throughout the USCENTCOM area of responsibility (AOR). Formulates program goals, plans, policies, and reporting encompassing directorate-wide, command-wide, and USCENTCOM AOR-wide IAMD and C-UAS operations, planning, forecasting, and related activities. The work performed by this position has a major impact on DoW and National Strategic objectives across the Central Region. This is a highly visible program decisions made by this position can affect work and drive policy across other Congress, USG agencies, Geographic Combatant Commands, and international interest groups. Expert knowledge of international agreements, US statutes, regulations, policies and procedures, as well as the concepts, principles and practices governing Foreign Military Sales/Security Assistance programs in order to serve as a senior staff officer for a highly complex and high dollar FMS program involving the export sale of a major weapon system and all support equipment and services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of the political, military and economic environment of the HQ USCENTCOM Area of Responsibility (AOR) and the extent to which these factors influence the success of Security Cooperation efforts. Comprehensive knowledge of a wide range of qualitative and/or quantitative IAMD activities for the assessment and improvement of command level operations and plans for conducting major operations to include but not limited to combat operations, exercises, special operations, or similar missile defense-related operations. Knowledge of the relationships between HQ USCENTCOM and various U.S. Government agencies and departments, including the DoW, DoS, and their subordinate agencies and commands Expert knowledge of U.S. statutes, international agreements, and national-level policies governing security cooperation and FMS, including the ability to translate legislative and policy requirements into executable program frameworks and implementation models. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, narratives, offsets and disconnects, and issue papers. Ability to plan, organize, and provide technical expertise regarding functions required to plan, prepare, execute, and evaluate operations, plans, policies and programs involving security cooperation and IAMD-related activities within the USCENTCOM AOR. Ability to communicate effectively, both orally and in writing to the senior leadership within USCENTCOM as well as the Joint Staff and the Office of the Secretary of War. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
