The Washington State Department of Labor & Industries (L&I), Division of Occupational Safety and Health (DOSH) is looking for a strategic, collaborative, and highly organized professional to join our Performance Management & Innovation Program.
This role is an opportunity to lead complex, division-wide initiatives, connect programs to build collaborative workstreams, modernize how work gets done, and turn DOSH's strategic vision into measurable results.

As a Management Analyst 4, you will serve as a senior analytical and project leadership resource supporting DOSH leadership and the DOSH Steering Committee.
You will work across the division to turn strategic priorities into action.
That means bringing together subject-matter experts from different DOSH programs, identifying where their work intersects, building coordinated workstreams, establishing clear goals and milestones, and keeping initiatives moving toward completion.
You will have the opportunity to influence how DOSH plans, prioritizes, implements, evaluates, and sustains important work.
Your work will help DOSH become more connected, efficient, transparent, and innovative, ultimately strengthening our ability to Keep Washington Safe and Working.

This position is full-time teleworking with the possibility of an occasional in-office presence needed for meetings, etc. The assigned L&I office is Tumwater, WA.

- Serving as a project manager and strategic advisor for high-priority DOSH initiatives.
- Turning strategic priorities into actionable project plans, workstreams, timelines, deliverables, and measurable outcomes.
- Bringing together programs and subject-matter experts to coordinate work, solving complex problems, and keeping initiatives moving forward.
- Identifying risks, barriers, dependencies, and competing priorities and developing solutions to address them.
- Providing leadership with clear analysis, recommendations, and project updates to support decision-making.
Connect Programs & Turn Strategy Into Action Many of DOSH's priorities cross program boundaries. This position will connect the dots and turn big-picture goals into coordinated action. You'll help answer: What needs to change, who needs to be involved, and how do we make it happen by:
- Identifying opportunities to bring programs together around shared priorities to build coordinated workstreams.
- Facilitating collaboration, establishing roles and responsibilities, and building alignment across programs.
- Developing implementation strategies that turn DOSH's vision and strategic priorities into sustainable results.
- Assessing organizational impacts, identifying opportunities, and recommending practical solutions.
Modernize How DOSH Works Lead process improvement and modernization efforts that make DOSH work more efficient, effective, consistent, and sustainable. You'll help DOSH move from "this could work better" to "here's how we're going to improve it" by:
- Evaluating processes and identifying gaps, redundancies, bottlenecks, and opportunities for improvement.
- Applying continuous improvement and Lean principles to complex organizational challenges.
- Facilitating problem-solving and developing improved processes and workflows.
- Lead change efforts that help new processes, tools, and workstreams take hold.
Make Progress Visible Develop tools and systems that give DOSH leaders and project teams a clear picture of work underway across the division. Your work will turn complex information into clear, actionable insight by:
- Developing and maintaining project tracking systems, dashboards, performance measures, and reporting tools.
- Tracking milestones, deliverables, risks, decisions, dependencies, and outcomes across multiple workstreams.
- Providing clear reporting that shows progress, identifies areas needing attention, and connects individual projects to larger strategic priorities.
Lead Steering Committee & Stakeholder Initiatives Serve as the project manager for the DOSH Steering Committee and its subcommittees, helping turn strategic discussions into action by:
- Facilitating meetings, coordinating cross-program participation, and preparing executive briefings and decision materials.
- Tracking strategic decisions, action items, deliverables, and implementation progress.
- Identifying issues requiring leadership attention and ensuring accountability for commitments.
- Coordinating advisory committees and stakeholder initiatives, including the Construction Advisory Committee, Agriculture Safety and Health Forum, and WISHA Advisory Committee.
- Analyzing stakeholder feedback and emerging issues to identify trends, risks, and opportunities for DOSH leadership.

REQUIRED:
- Bachelor’s degree in business administration, public administration, law, public health, health administration, or related field AND Four years of experience conducting research and analyzing policies, laws, rules, or regulations.
OR
- A combination of equivalent education and experience conducting research and analyzing policies, laws, rules, or regulations totaling 8 years*.
*College-level education will substitute, year for year, for experience.
*Additional experience will substitute year for year, for education. ALSO
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
- A current L&I employee.
DESIRED:
- Proven ability to support division-wide initiatives effectively.
- Skilled in researching, analyzing, and drawing insights from data to back recommendations with factual evidence.
- Experience interpreting and applying regulations, policies, and standard operating procedures.
- Experience utilizing continuous improvement methodologies, including Lean practices.
- Experience in developing and executing change management strategies.
- Strong ability to manage multiple priorities efficiently.
- Experience in project management and execution.
- Exceptional customer service and organizational capabilities.
- Outstanding written and verbal communication skills in interactions with both internal and external stakeholders.
