Description

SPAARK, Inc. is seeking a Program Manager to support a U.S. Army Recruiting Command (USAREC) behavioral health consultation program. This individual will be responsible for overseeing the day-to-day performance of the contract and managing a remote team of Clinical Psychologists supporting Army applicant behavioral health evaluations and medical waiver recommendations.

The Program Manager will have authority to act on behalf of SPAARK regarding matters related to the daily operation of the contract and will serve as a primary point of contact between SPAARK personnel and Government stakeholders.

Responsibilities

  • Provide day-to-day operational management of SPAARK's USAREC Behavioral Health Consult Services program.

  • Ensure assigned personnel are effectively performing contract requirements and meeting established performance standards.

  • Maintain effective written and verbal communication with SPAARK leadership, employees, and Government representatives.

  • Respond promptly and professionally to Government questions, requests, and operational concerns.

  • Coordinate personnel scheduling, staffing coverage, workload management, and operational continuity.

  • Monitor employee performance and identify staffing, scheduling, productivity, or operational issues that could affect contract performance.

  • Coordinate with SPAARK corporate leadership regarding vacancies, employee performance issues, corrective actions, security/access matters, credentialing issues, and other contract requirements.

  • Support SPAARK in gathering information necessary for required contract reports, staffing reports, performance metrics, quality-control activities, and other deliverables.

  • Ensure Clinical Psychologists understand and comply with applicable contract procedures, Government policies, security requirements, and performance expectations.

Qualifications

Qualifications

  • Must be a U.S. citizen

  • Bachelor's degree from an accredited academic institution.

  • Minimum of three (3) years of relevant experience managing, staffing, overseeing, and completing work of the same or similar nature and scope.

  • Minimum of two (2) years of experience as a Contract Manager.

  • Ability to manage personnel working across geographically dispersed locations.

  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and SharePoint

  • Strong verbal and written communication skills.

Preferred Experience

  • Previous experience managing Federal Government or Department of Defense contracts.

  • Previous experience supporting the U.S. Army, USAREC, Army Recruiting Battalions, or Army Recruiting Companies.

  • Experience supervising healthcare, behavioral health, or other credentialed professional personnel.

  • Experience managing remote or geographically dispersed teams.
