Job Description
Position Summary:
The CSU Spur Safety and Logistics Manager serves as the primary coordinator for safety, emergency preparedness, building access, security operations, and logistical support functions across the CSU Spur campus. This position manages critical campus safety programs, vendor relationships, emergency response planning, facility access systems, and operational services that contribute to a safe, secure, and welcoming environment for students, employees, visitors, partners, and event participants. The role serves as the primary liaison between CSU Spur and multiple university and external stakeholders related to safety, risk management, emergency management, security, and operational compliance.

Description of Work Unit:
The Colorado State University (CSU) System, along with its partners, has developed a unique and exciting public facility called CSU Spur at the National Western Center in Denver, Colorado. The CSU Spur campus houses three buildings focused on water, food and agriculture, human and animal health, and sustainability. Within the Spur buildings, CSU conducts research and convenes experts from around the globe; students of all ages engage with science and have opportunities for exploratory learning, transforming their thinking about food, water, and health, and the careers available in these fields; and partners join in programming the space and bringing evolving content to the year-round campus. Essential Job Duties:

Coordinate and administer campus emergency preparedness programs, including management of the CSU Spur Emergency Action Plan, emergency response exercises, emergency communications, and continuity planning efforts in collaboration with CSU Safety & Risk Services and the National Western Center campus partners.

Serve as the primary liaison to CSU Safety & Risk Services and associated functional areas, including CSUPD, Environmental Health Services, Emergency Management, Clery Compliance Office, Support and Safety Assessment programs, Risk Management and Insurance, and CSU Transportation.

Administer campus security and access control programs, including access management, key administration, visitor credentials, secured-space access, door schedules, and emergency building closures, while ensuring appropriate access for employees, tenants, partners, contractors, and approved visitors.

Coordinate safety, security, and risk management initiatives, including administration of the Everbridge emergency notification system, review of incidents and safety concerns, tracking of corrective actions, coordination of safety inspections, laboratory safety support, and monitoring of campus compliance requirements.

Oversee day-to-day relationships with contracted security, safety supply, and landscaping providers, including communicating operational priorities, coordinating services, monitoring contractor performance, resolving service issues, supporting contract compliance, and providing recommendations for continuous improvement.

Develop and coordinate campus safety education and training programs, including AED, CPR, First Aid, BBP, emergency preparedness, and safety awareness initiatives; coordinate required training records and certifications; and oversee campus AED inspections, maintenance, and program administration.

Manage operational support and logistics programs, including guest room reservations, waiver administration, fitness room operations, locker room management, bike storage room management, and other shared-use campus amenities that support CSU Spur programs and visitors.

Conduct regular campus safety and operational walkthroughs and coordinate parking administration activities, including identifying hazards, accessibility concerns, maintenance issues, security vulnerabilities, and enforcement needs within CSU Spur-controlled parking areas; communicate findings and coordinate resolution with appropriate campus partners and contractors.

Ability to respond to personnel, facility, safety, and emergency situations outside normal business hours when necessary.

Ability to navigate throughout campus buildings and grounds to conduct inspections, safety reviews, and operational assessments.

Occasional evening, weekend, and holiday work required to support special events, emergency situations, training activities, and campus operations.

Must maintain a valid driver's license or the ability to obtain one by the employment start date.

May be required to obtain or maintain CPR/AED, First Aid, BBP, FEMA, emergency management, or other job-related certifications.

Essential Services Designation.

Legally authorized to work in the United States by the proposed start date; Spur will not sponsor a visa for this position.
Supervision:
-
No formal supervisory responsibilities in this position.

Provides functional supervision and day-to-day operational direction for a 24/7/365 contracted security operation, representing 5.5 FTE contractor positions.
-
May provide training, direction, and support to student employees, temporary personnel, or campus partners related to safety programs, emergency procedures, access control systems, and operational logistics.
Minimum Qualifications:
-
Bachelor’s Degree.
-
Minimum four (4) years of professional experience in emergency management, public safety, security operations, facilities operations, risk management, campus operations, access control administration, or a related field.
-
Excellent computer skills, specifically with Office 365 (Word, Outlook, Teams, Excel, PowerPoint) and the ability to learn additional software.
Preferred Qualifications:
-
Master’s degree in Emergency Management, Public Administration, Occupational Safety, Risk Management, Higher Education Administration, or a related field.

Demonstrated experience working in higher education, multi-building campus environments, or other complex, public-facing institutional settings.
-
Demonstrated experience developing and coordinating Emergency Action Plans.
-
Experience with campus security operations, access control systems, or emergency notification systems.
-
Demonstrated experience coordinating with public safety, emergency management, environmental health and safety, or risk management programs.
-
FEMA Incident Command System (ICS) and National Incident Management System (NIMS) training or certifications.
-
CPR/AED and First Aid Instructor certification.
