POSITION SUMMARY:

The Plant Manager - Water Reclamation personally performs and/or provides a high degree of leadership and supervisory direction to employees engaged in the complex technical activities required to ensure that the City of Toledo's wastewater treatment plant, CSO facilities and associated pump stations are being operated and maintained correctly to protect water resources by preventing water pollution. This position makes certain the wastewater plant and facilities are in compliance with its Ohio EPA National Pollutant Discharge Elimination System Permit and meets established Clean Water Act regulations. Additionally following all local, state and federal rules, laws and regulations and any associated consensus, safety and quality standards. This position is the division head responsible for planning, directing and controlling the administration, operation, engineering and maintenance of The City of Toledo Water Reclamation Plant and its associated facilities to provide its customers with efficient services.

ESSENTIAL JOB FUNCTIONS:

  • Provides leadership and directs staff to ensure a high-quality customer service environment that supports the Department's strategic objectives and objectives.

  • Ensures the City of Toledo's wastewater treatment plant, CSO facilities and associated pump stations are being operated and maintained in compliance with its Ohio EPA National Pollutant Discharge Elimination System Permit and the Clean Water Act regulations

  • Ultimately supervises and evaluates the performance of plant staff; facilitates interviews, selection of employees and recommends and implements personnel actions including hiring, promotions, transfers, labor issues, grievances and disciplinary actions.

  • Provides, information, and assistance to the Commissioner regarding assigned functions; assists in the formulation and development of policies, procedures, and programs; assures a safety program for all employees

  • Directs, prepares, and maintains a variety of narrative and statistical reports, records, and files related to personnel and assigned activities; prepares written correspondence.

  • Assists in the development of the annual budget; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with Toledo Municipal Code; oversees contract management including the development of specifications, requests for proposals, bid evaluations, and related activities for the procurement of goods and services for the division.

  • Facilitates infrastructure asset management, improvements and modifications as needed to enhance operational efficiencies.

  • Communicates with Department colleagues, other City Departments, unions, contractors, regulatory agencies, customers, the public, media and outside organizations to coordinate activities, facilitate projects and tasks, resolve issues, and exchange information.

  • Plans, develops, maintains, and administers the resources of a wastewater treatment plant and facilities in order to treat and discharge wastewater in compliance with applicable regulatory requirements including ongoing contingency plans for the continuity of the plant for planned and unplanned events to prevent failures and loss of service.

  • Performs other duties as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

  • Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Environmental Science, Chemistry, Biology, Applied Science, Public or Business Administration or closely related area.

  • Five (5) years of responsible experience in either the engineering, operation or maintenance of a wastewater treatment plant with a design flow greater than or equal to 10 MGD, of which three (3) years must have been in a supervisory capacity.

Additional or Special Requirements:

  • Must possess a valid driver’s license.

  • Must possess a valid Class II – Wastewater Treatment Professional Operator Certification as issued by the State of Ohio or equivalent certification from another state.

PREFERRED EDUCATION, EXPERIENCE AND CERTIFICATIONS:

  • Certification by the State of Ohio as a Registered Professional Engineer is desirable.

  • A Class III or IV Operator – Wastewater Treatment Professional Operator Certification as issued by the State of Ohio is desired within (5) years from date of appointment.

In this position, the incumbent will frequently sit working at a desk with the occasional need to stand, walk, and drive to multiple locations using a company vehicle. At various job sites, the incumbent may need to occasionally navigate stairs and slippery or uneven surfaces around areas of the plant. Hearing seeing with proper depth and color perception as well as writing are essential abilities for this position.

WORK ENVIRONMENT:

The incumbent will frequently work indoors with occasional need to work outdoors and travel to various worksites. The position will occasionally require extended work hours. The position will occasionally involve exposure to various levels of background noise ranging from low office noises to higher level industrial noise in the plant. The incumbent may occasionally be exposed to hazardous materials such as chemicals used in the treatment process and vibration from the operation of machinery and will need to be able to use proper personal protective equipment as needed.

Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. The City is a member of the Ohio Public Employees Retirement Plan (OPERS). OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.
