About the Position: This position is located at Defense Health Network Pacific Rim, Naval Medical Center, San Diego, CA Directorate of Resource Management Information Technology. A recruitment or relocation incentive may be authorized Salary negotiation may be available for those candidates who are new to Federal service. Advanced Leave Accrual may be authorized. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for IT SPECIALIST (SYSADMIN): Specialized Experience: One year of specialized experience which includes: (1) troubleshooting operating systems to resolve user issues and 2) implementing established information assurance policies to mitigate security threats. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the six competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management. Serves as the principal System Administrator responsible for the design, implementation, optimization, and daily operational management of client-server systems and databases deployed across multiple hospital departments. Executes cybersecurity and Information Assurance (IA) programs for all assigned systems to protect the confidentiality, integrity, and availability of sensitive military health data. Provides authoritative technical advice, policy interpretation, and guidance to multi-disciplinary hospital departments on complex IT lifecycle management issues. Participates in key departmental IT governance boards and technical forums to maintain alignment with enterprise-wide IT strategies. Plans, coordinates, and executes the deployment, configuration, and maintenance of enterprise-level server operating systems, specialized clinical/medical software suites, and integrated VOIP/mobile communication infrastructures. Serves as the designated Information Security (INFOSEC) liaison for assigned departments, ensuring all system changes, patch configurations, and security postures are documented and reported to the Cyber Security Division.
