Full job description

You will serve as an Administrative Officer in the Space Science Division, Code 760200 of NAVAL RESEARCH LABORATORY. Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties:1) Developing, managing and applying policies and procedures related to budget and accounting in a revolving fund environment; 2) Performing studies and analyses of administrative policies and procedures; 3) Managing procurements, contracting, and equipment control procedures for a division; 4) Evaluating financial management policies and procedures; 5) Analyzing and overseeing daily office workflow to ensure completion and/or proper routing and tracking; and 6) Communicating orally and in writing to effectively carry out integrated advisory and program work. You will recommend administrative and management goals and objectives, and devise, initiate, plan, coordinate, direct, and execute the administrative and financial management actions of the Division. You will coordinate and execute the division's direct and indirect budget and compare program performance with the budgeted plan. You will be responsible for cost center administration, reimbursables, direct charge, and direct payments as they relate to NRL Navy Capital Working Fund operations. You will act as the focal point for administrative projects-related issues, determining resource requirements such space allocations, salary needs, and procurement. Security clearance required: Secret

Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; or A combination of experience and graduate education as described above that equates to one year of experience.
