This position is located in the Division of Resolutions and Receiverships (DRR), Financial Services Branch of the Federal Deposit Insurance Corporation. The incumbent serves as the primary manager and technical overseer of contractor-performed IT and data management activities that support financial institution closing and post-closing resolution operations. Additional selections may be made from this vacancy announcement to fill similar vacancies that occur subsequent to this announcement. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is experience applying principles and methods to identify, analyze, specify, design, and manage functional data and data infrastructure requirements related to financial institutions and emerging financial technologies; includes translating data requirements into technical requirements used for logical design or presenting alternative technologies or approaches. Serves as the Oversight Manager or Technical Monitor responsible for supervising and evaluating the work performed by contractors supporting information technology, data management, and bank resolution activities. Monitors contractor performance to assess accuracy, completeness, and quality of technical and analytical work products, including data extracts, transformations, conversions, and reports. Oversees activities supporting the Division's IT management responsibilities during bank resolutions, including the development of Strategic Resolution Plans, system security reviews, and assessments of critical information technology operations. Reviews DRR‐developed plans for securing IT operations, managing system access, and safeguarding data, including data processing, item processing, web‐based applications, and related systems. Oversees and evaluates contractor performance across the full data management lifecycle, including communication of data requests, raw data file analysis, data transformation and cleansing, reconciliation to source systems, and preparation of data for use in FDIC applications. Leads FDIC projects related to new banking technology reviews, ebanking, as used by the financial industry, DRR systems user groups, and business process improvement projects.
