This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STEM to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Operations Research Analyst for the Joint Activities located at Fort Bragg, North Carolina. Only resumes up to a total of two pages will be accepted. Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement: Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Specialized Experience: One year of specialized experience applying mathematical and statistical models to conduct cost-benefit analyses; evaluating system capabilities to inform strategic planning; presenting technical research findings to stakeholders to support decision-making; and guiding project teams in the execution of analytical studies. This definition of specialized experience is typical of work performed at the next/second lower grade/level position in the federal service (GS-13) Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Design mathematical and statistical models to conduct cost-benefit analyses. Evaluate data sets utilizing economic analysis techniques to simulate process features. Assess proposed policies and system capabilities to determine cost effectiveness and feasibility. Formulate assumptions and measures of effectiveness to support resource acquisition decisions. Present analytical findings to senior leadership to inform strategic decision-making. Negotiate technical operations research solutions with diverse internal and external stakeholders. Direct the work of subordinate personnel based on organizational priorities and assignment difficulty. Appraise employee performance to provide developmental feedback and recommend awards. Security clearance required: Top Secret
