PROGRAM MANAGER

You will serve as the Launch & Recovery Product Team Lead (PTL) in the NIMITZ-ACS L&R/PARM/CM&DM/OSIC PM Branch (BL16300), Program Management Division, ALRE Department of NAVAIRWARCENADLKE. Your resume must demonstrate at least one year of specialized experience at or equivalent to the (DA-05/GS-12-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following performing some or all of the following duties: 1.) Directing multi-disciplinary Integrated Product Teams (IPTs) to achieve cost, schedule and performance objectives for the C-13 Steam Catapult and MK-7 Arresting Gear programs, ensuring critical Aircraft Launch and Recovery Equipment (ALRE) operational readiness; 2.) Developing and coordinating comprehensive DoD 5000-series acquisition documentation and milestone briefings for carrier launch and recovery systems, ensuring all requirements were effectively communicated to Program Acquisition Executive (PAE), Program Management Air (PMA) and Naval Air Warfare Center (NAWC) leadership; 3.) Interfacing directly with Resource Sponsors (e.g., OPNAV N98) to develop, defend, and validate operational requirements and program budgets for legacy and upgraded C-13/MK-7 systems; 4.) Promulgating detailed ALRE program budgets, successfully navigating the Planning, Programming, Budgeting, and Execution (PPBE) and Program Objective Memorandum (POM) cycles with internal and external stakeholders; 5.) Evaluating critical C-13/MK-7 management issues, readiness data, and technical information to drive executive decision-making during Program Management Reviews (PMRs) and System Engineering Technical Reviews (SETRs) and 6.) Serving as the principal liaison and representative in negotiations regarding C-13/MK-7 with NAVSEA, NAVAIR, shipbuilders, defense contractors, and other DoD agencies. You will identify, defend, and manage resource requirements, including funding, workforce, and facilities. You will develop Program Objective Memorandum (POM) and budget inputs, and analyze the impact of budget changes. You will continuously evaluate all acquisition activities and program documentation to ensure they align with sound business practices. You will manage requirement and design trade-offs and oversee overall program risk.
