About the Position: The employee serves as a Financial Management Specialist who provides financial analysis, budget analysis, cost analysis, and cost estimating services to organizational leadership within a HQ and Brigade level organizations to assist in their decision support activities. GS-11 Specialized Experience: One year of specialized experience which includes: 1) Administering organizational travel programs and overseeing enterprise travel management systems; 2) Interpreting and applying joint travel regulations and financial management policies to ensure compliance; 3) Conducting financial audits on travel transactions to identify and mitigate improper payments; AND 4) Managing government travel charge card programs and executing debt recovery processes. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration or financial management. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: : One year of specialized experience which includes: 1) Interpreting financial data to identify trends, variances, and potential areas for improvement; 2) Preparing and/or presenting financial reports for management, personnel, and/or government agencies; 3) Providing recommendations and solutions on compliance financial matters, ensuring adherence to statutory requirements and internal controls; and 4) Providing financial management accounting advice and recommendations to Command program managers and budget analysts regarding operational efficiency issues in current and future financial activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. For the GS-11 --Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). For the GS-12--Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Provides financial management expertise, advice and guidance in performing a broad and extensive range of financial management program planning and analysis. Financial management efforts include all aspects of program planning, budget analysis. Formulates a sound working budget/financial management program by effectively analyzing and forecasting customer requirements. Collaboration with Team Lead to formulate establishment and implementation of financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. Maintains all training and access requirements to IT systems required for completing job functions. Provides advice, assistance, and guidance on budgeting, cost estimating and financial management related information. Security clearance required: Secret
