Full job description

You will serve as a Workforce Training and Development Specialist in the Office of the Chief of Information of CHINFO WASHINGTON DC. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assist in the design and implementation of community talent development, professional development, and employee engagement and training programs to meet organizational and Public Affairs (PA) community goals. Develop and execute communication strategies, plans, and tactics to inform personnel about professional development requirements, opportunities, programs, and awards. SME on Navy PA community practices to Navy and other Department of Defense (DoD) personnel managing professional development programs. Review and manage a portfolio of training, education, and professional development activities, ensuring alignment with Navy mission priorities and careerist preferences. Determine, justify, and prepare written justifications for resource requirements for training and development programs, including defending these requirements through the Program Objective Memorandum (POM) and Unfunded Requirement (UFR) processes. Oversee the recruitment, nomination, and selection processes for personnel attending training programs, and manage the approval process and execution of Career Program (CP) funding allocations. Conduct staff support visits, represent the Department of the Navy at various conferences and workshops, and maintain effective working relationships with subject matter experts to create innovative training opportunities. You will evaluate career program structures, the composition of functional specialties, and the effectiveness of career management at all command levels. You will review and manage portfolio of training, education, and professional development activities to ensure balance and provide broadening of Knowledge, Skills, and Behaviors. You will manage the recruitment, nomination, and selection of personnel for attendance in training programs. You will plan, implement, and execute professional development programs and systems critical to the education and professional development of the assigned functional community in alignment with DON individual development plans. You will review, measure, analyze, interpret, and evaluate talent management and development programs for performance and to identify program shortfalls and improvement opportunities that support Navy goals.
