Supervisory Attorney Advisor (Deputy Division Chief)

This position is that of a Supervisory Attorney Advisor, located in the Cybersecurity and Communications Reliability Division (CCR), Public Safety and Homeland Security Bureau (PSHSB). Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Education You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M. Specialized Experience For the GS-14 position: Applicant must possess at least three years of professional legal experience. At least one year of that experience must be specialized experience at or equivalent to the GS-13 grade level in the Federal service performing the following: 1. Providing authoritative legal interpretations on matters related to cybersecurity, communications reliability, privacy, public safety, national security, and/or related issues. 2. Providing legal analysis concerning the Communications Act, Administrative Procedure Act, War Powers Act, Secure and Trusted Networks Act, Federal Advisory Committee Act, and/or other relevant statutes, Commission rules and decisions, and court decisions. 3. Establishing and executing priorities and strategies and coordinating activities with other divisions or offices to ensure consistent application of relevant rules, policies, and orders. 4. Supervising, leading or managing Attorney staff. For the GS-15 position: Applicant must possess at least four years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-14 grade level in the Federal service performing the following: 1. Providing authoritative legal interpretations on matters related to cybersecurity, communications reliability, privacy, public safety, national security, and/or related issues. 2. Providing legal analysis concerning the Communications Act, Administrative Procedure Act, War Powers Act, Secure and Trusted Networks Act, Federal Advisory Committee Act, and/or other relevant statutes, Commission rules and decisions, and court decisions. 3. Establishing and executing priorities and strategies and coordinating activities with other divisions or offices to ensure consistent application of relevant rules, policies, and orders. 4. Resolving unusually complex and controversial public safety and national security matters including those of a precedent-setting nature. 5. Supervising, leading or managing Attorney staff. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SME REVIEW Subject matter experts will review your application to determine if you meet the following required Knowledge, Skills and Abilities (KSA's): Ability to lead, manage or oversee Attorney staff. Ability to provide authoritative legal oversight and interpretations on matters related to cybersecurity, communications reliability, privacy, public safety, homeland security, disaster management and related issues. Ability to ensure that legal and policy documents prepared are well-reasoned, legally sufficient and well-written in advance of submission to leadership. Expert knowledge of Communications Act, Administrative Procedures Act, Paperwork Reduction Act, Freedom of Information Act, Federal Advisory Committee Act and other relevant statutes. Skill coordinating cybersecurity, communications reliability, privacy and other public safety/homeland security-related activities with other divisions and offices to ensure consistent application of relevant rules, policies, and orders. The Cybersecurity and Communications Reliability Division (CCR) of the Federal Communications Commission's Public Safety and Homeland Security Bureau (Bureau) helps ensure that communications networks are reliable, resilient, and secure by spearheading the Commission's work on cybersecurity, national security, communications reliability, and emergency alerting. CCR provides policy, technical, and legal advice to Commission and Bureau leadership on these issues and drafts rules, orders, public notices, studies, and analyses on a variety of national security-related communications issues. CCR also plays a major role in the Bureau's outreach and information clearinghouse functions by, among other things, analyzing the performance of communications networks during cybersecurity incidents, network outages, disasters, and emergencies and overseeing the work of the Communications Security, Reliability and Interoperability Council. The Division keeps itself fully informed of technological and industry developments that may implicate cybersecurity, national security, and communications reliability and resiliency. As Deputy Chief of the Cybersecurity and Communications Reliability Division, the incumbent is responsible for supervising and managing CCR resources and assignments and providing authoritative legal oversight and interpretations on matters related to cybersecurity, national security, privacy, and communications reliability issues. The incumbent ensures that written legal documents prepared by the Division are consistent with applicable statutory and regulatory provisions, including the Communications Act, Administrative Procedure Act, Secure and Trusted Communications Networks Act, War Powers Act, and Federal Advisory Committee Act, as well as Bureau and Commission precedent, and ensures that legal and policy documents prepared by the Division are well-reasoned and legally sound. As Deputy Division Chief of CCR, the incumbent helps the Division Chief to oversee and direct a staff of professionals involved in complex cybersecurity and communications reliability policy and rulemaking activities, as well as technical analyses. These activities have a primary impact on the Nation's communications networks and systems, including those used by the public safety community.
