SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Using automated systems, management information systems, reporting tools, spreadsheets, databases, or other software applications to monitor operations, analyze data, track performance, and support management decisions; Managing, directing, or coordinating administrative, program management, procurement, mail management, distribution, logistics, transportation, records management, or data processing activities to support organizational objectives; Planning, organizing, assigning, directing, and evaluating the work of employees; establishing priorities; balancing workload and resources; monitoring performance; and ensuring accomplishment of organizational goals; Applying process improvement methodologies, systems management principles, or quality management techniques to improve organizational performance, streamline business processes, and support strategic initiatives; Communicating effectively, both orally and in writing, with employees, customers, executives, and external stakeholders; presenting technical information; preparing reports and briefing materials; providing constructive feedback; resolving issues; and representing management in meetings, negotiations, or collaborative workgroups; Leading teams, projects, or cross-functional initiatives involving multiple stakeholders while prioritizing competing assignments, adapting to changing business requirements, and ensuring timely completion of objectives. General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs assignments that are Servicewide in scope and have significant impact on issues facing the Internal Revenue Service. Examples include serving on task forces or study groups as the Multimedia Publishing Directors representative to address organization-wide mail, transportation or distribution system issues, establishing policy for IRS and performing independent analysis of distribution operation. Leads teams of managers and employees or independently studies complex problems facing the Service or those of particular concern to the Director of Media and Publications or the Distribution Director. Assists upper management with oversight responsibilities by conducting specific studies or analysis to support operational reviews and measure achievement of goals, execution of plans, accomplishment of benchmarks, compliance with directives and utilization of resources. Analyzes program areas to discern trends in program delivery such as the effectiveness of incorporating various applications into work processes. Evaluates report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives. May apply process analysis skills to local or Service-wide issues. Establishes a framework within the Distribution Organization for using systems management methodologies to understand, manage, and improve work systems.
