Full job description

You will serve as a PROGRAM ANALYST of IMMEDIATE OFC OF CHIEF OF NVL OPS. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Must be familiar with the DOD Planning, Programming, Budgeting, and Execution System (PPBES). Must be familiar with the Program Budget Information System (PBIS). Must be familiar with Navy Budget Exhibits. Must have an ability to analyze financial data from multiple sources and present pertinent facts and trends. Must have an ability to articulate and present analysis of data from multiple databases. Must have an ability to take reports and briefings from a wide range of sources and distill them down to concise summaries that communicate key facts and identify critical decision point. You will conduct centralized financial management of the Navy Information Warfare by developing and implementing required financial management processes You will Identify to the Branch Head solutions to any impediments to effective and efficient execution of the Information Warfare resources. You will provide analysis of all appropriation category obligations and expenditures related to Enterprise investments with regard to established benchmarks and provide recommendations on courses of action to address identified discrepancies. You will coordinate with Enterprise Budget Submitting Office (BSO) staff to provide financial analysis, metrics, and reporting what quantifies execution performance related to established goals and objectives.
