Summary

Duties

Serves as Financial Management Specialist for the Installation, Morale and Recreation Fund (IMWRF) at a large installation, MACOM, or HQDA. Assists in the development of financial policies, plans and fiscal operating procedures for Nonappropriated Fund (NAF) activities. Plans, formulates, and prepares operating budgets. Prepares IMWRF Strategic Plan, cash budgets and Capital Purchase/Minor Construction (CPMC) budgets. Researches, verifies, and revises program and budget data. Develops standard operating procedures for safeguarding cash and fixed assets. Prepares financial reports of NAF operations to include budget variance analysis, CPMC execution, and cash flow projections. Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance in terms of requirements, goals and objectives. Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Experience performing the duties described in the announcement above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP). All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. HIGHLY QUALIFYING CRITERIA: Experience with reviewing, analyzing, and consolidating budget submissions for Nonappropriated Fund (NAF) programs and/or large-scale organizations. Experience in overseeing NAF programs, ensuring compliance with budgetary processes, and providing expert technical advice to program directors and managers.
