Policy Analyst

ONDCP's mission is to promulgate a Strategy that establishes the Administration's policies, goals, objectives, and priorities for the National Drug Control Program and to coordinate and oversee the implementation of the Strategy by the National Drug Control Program agencies. Multiple selections may be made within 90 days of the issuance of the certificate, if additional vacancies occur. Promotion to the next highest grade level is neither guaranteed nor implied. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: A. One year (52 weeks) of full-time specialized experience equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: (1) Applying budget processes, rules, policies, and regulations to provide analysis and advice regarding budgetary requirements or recommendations; (2) Assisting in the creation and evaluation of funding recommendations and initiatives for an organization; (3) Assisting in the research, development and preparation of documents, position papers, or other materials regarding budget issues, initiatives or policies, and (4) Assisting senior staff and leadership to develop analyses pertaining to funding recommendations or budget analyses. OR B. A master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position; OR C. A combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. As a Policy Analyst, GS-0301-9, your typical work assignments may include the following under supervision: Assists and carries out policy analyses to make recommendations on drug control program agency and program funding to achieve the policies and priorities of the National Drug Control Strategy. Assists with budget certification recommendations for assigned accounts and, if a budget is determined to be inadequate to carry out the National Drug Control Strategy, identifies budget actions the federal agency must take to make the budget adequate. Reviews drug-related programming and transfer requests submitted for ONDCP approval to the Chief of the Interagency Budget Division, the Deputy Assistant Director of the Office of Performance and Budget, and the Assistant Director, Office of Performance and Budget, ensuring compliance with broad ONDCP strategic policies and priorities. Assists in managing and developing the National Drug Control Strategy: Budget Summary and other documents managed and developed by the Interagency Budget Division. Researches, develops, writes and edits a wide range of documents, position papers, and other materials on complex issues that support ONDCP's mission, goals, objectives, and proposed initiatives.
