Full job description

You will serve as a HR SPECIALIST (PROGRAM MANAGER) in the Secretariat Offices of DEPUTY UNDER SECRETARY OF THE NAVY - MANAGEMENT. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing and evaluating comprehensive Human Resources Management (HRM) programs, including recruitment, classification, workforce development, and employee relations. Experience providing strategic consultation and authoritative guidance to senior leadership on the formulation and implementation of civilian personnel policies and processes. Experience analyzing the impact of statutory and regulatory actions on an organization and formulating command-wide implementation plans to ensure compliance. You will identify and ensure implementation of actions necessary to employ a quality workforce and comply with public policy, law, and regulation. You will plan, manage, and execute special human capital projects, high-priority administrative reviews, and pilot initiatives as assigned by the Director of Civilian Human Resources. You will advocate for organizational requirements and represent the command in departmental HR policy, program development, and field operation issues. You will investigate, analyze, and determine the causes of a variety of complex issues and prepare comprehensive data-driven reports and briefs to recommend resolutions to leadership.
